Oregon HOA Overview
Planned Community Act (ORS 94.550+) governs most HOAs. Requires a "Public Offering Statement" for new communities. Reserve study strongly recommended but not universally mandated.

ORS § 94.986 (HOA Resale)

Seller must provide buyer with a disclosure statement including all governing documents and any outstanding assessments. Buyer has 5 business days to rescind after receipt.
Retention: 5 years
Disclosure: Provided to buyer by seller. Buyer has 5 days to cancel.
Annual Report
ORS § 94.670
Mandatory
HOA must provide an annual report to all lot-owners including: financial statements, reserve fund status, and a summary of major decisions made during the year.
Retention: 7 years
Disclosure: Distributed to all lot-owners annually.
