South Carolina HOA Overview
HOA Act (§27-30) is relatively new (2018) and provides limited protections. Condo Act is older and more detailed. HOA liens are subordinate to first mortgages and property taxes.

Disclosure Statement
S.C. Code § 27-30-130
Mandatory10 days
HOA must provide a disclosure statement within 10 days of written request. Must include: declaration, bylaws, rules, current budget, and any pending assessments.
Retention: 5 years
Disclosure: Provided to buyer within 10 days of request.
Notice of Fine / Hearing
S.C. Code § 27-30-140
Mandatory10 days
HOA must give owner at least 10 days written notice of a hearing before imposing a fine. Owner has the right to appeal.
Retention: 5 years
Disclosure: Sent by first-class mail.
